San Antonio Independent Living Services Serves Persons with Significant Disabilities

San Antonio Independent Living Services (SAILS) is a 501 c 3 nonprofit and deemed a federal and state-designated center for independent living. Since 1981 SAILS has been providing programs and services to persons with disabilities which include advocacy, independent living skills, information and referrals, peer support and transition. These services are provided through our Basic IL program which is funded by the Texas Health and Human Services Commission.

SAILS has also been providing rehabilitation technology to persons with significant disabilities since 2016 through our Outsourcing program. Consumers with significant disabilities who are eligible (reside in one of our county coverage areas) can receive items such as ramps, wheelchairs, vehicle modifications, prosthetics, hearing aids, vision aids and many other products and services that will assist them to live a more independent life.

SAILS Outsourcing Contract is funded by Texas Health and Human Services

San Antonio Independent Living Services (SAILS) received funding for rehabilitation technology and durable medical equipment beginning in 2016 originally from formerly the Department of Assistive and Rehabilitative Services (DARS) which is currently the Texas Health and Human Services Commission (HHSC).

SAILS refers to this contract as the Outsourcing program. These funds enable SAILS to assist our consumers with significant disabilities in our 28- county coverage area with receiving items such as ramps, wheelchairs, prosthetics, vehicle modifications, hearing aids, vision aids, orientation and mobility training and many more products and services. Consumers will pay a participation fee which is based upon their income and allowable deductions.

With this contract, SAILS has had many, many success stories helping people to live more independently! SAILS is thankful for this funding opportunity from the Texas Health and Human Services that helps so many of our fellow Texans with significant disabilities.

SAILS Receives Funds from the Administration on Community Living (ACL) for
Public Health Efforts Directly Related to COVID-19

San Antonio Independent Living Services (SAILS) will begin a new contract during our new fiscal year beginning in October 2022 and hire staff to provide public health activities such as outreach in rural counties, coordinate with health agencies and collect and analyze data from surveys regarding vaccination rates of people with disabilities.

SAILS Independent Living Health Outreach Coordinator will coordinate services for individual consumers with disabilities through outreach and networking and broaden their knowledge of COVID 19 prevention. It will be vitally important to reach persons with disabilities who are minorities and educate this population on access to vaccinations and prevention of COVID 19.

 

 

   Our Mission:   To advocate for the rights and empowerment of the people with disABILITIES and to provide needed services to people with disABILITIES in order to increase their self-determination and independence
   Since 1981, SAILS has worked to make San Antonio and the surrounding counties a better place to live, work and play for people with disABILITIES.

   Our Philosophy:    People with disABILITIES have the right to be treated with dignity and respect; the right to live and receive services in their own homes, and to decide for themselves what is the best for them.
   Independent Living is different from other social services in that people with disABILITIES decide what services are needed and the best way to receive those services. This allows individuals more control over their own lives and leads to independence.

   SAILS Vision Statement:   To empower individuals with significant disabilities through advocacy to advance their opportunities to succeed and be more independent in their daily lives.

 

SAILS CEO’s UPDATED COVID-19 Message, 5/29/2020


Dear Friends and Consumers of SAILS,

We at SAILS are all striving to continue services to our consumers during the COVID-19 Pandemic. SAILS is also committed to providing the utmost safe practices for our consumers with disabilities upon their visits to our building. Staff will be meeting with consumers by appointment after conducting a preassessment for COVID-19 and will also assess the consumer again upon arrival at SAILS.

Staff are following CDC guidelines by washing their hands frequently, wearing masks and social distancing. Please know that everyone’s safety and health are our number one concern. San Antonio Independent Living Services (SAILS) receives CARES Act funds for persons with Disabilities (2020)


San Antonio Independent Living Services (SAILS) was awarded mandatory COVID-19 Aid, Relief and Economic Security Act of 2020 (CARES Act) Funding from the federal government’s Administration for Community Living (ACL). Allowable expenses can be paid through September 30, 2021.

SAILS, along with all federally-designated Centers for Independent Living received the CARES Act funding to provide consumers with disabilities with food, hand sanitizer, masks, gloves, rental and utility assistance other personal care products. Funding may also be used for expanding technology for staff and consumers and assist in other budgeted costs that are allowable.

Staff at SAILS dedicate themselves to serving their consumers with disabilities and to the overall mission of our organization. SAILS mission is to advocate for the rights and empowerment of the people with disABILITIES and to provide needed services to people with disABILITIES in order to increase their self-determination and independence.
